You would need to unlock it yourself at https://att.com/unlock , assuming that the phone meets the qualifications listed there. Does it?

My device is now in the contract period, but the device is abroad. I can't use a foreign card. I need to unlock the device. When I return to China, I still use the card in the contract.

The requirement for the phone to be eligible for unlocking is that the phone be completely paid off. If you are still paying for the phone, you can’t unlock it for use with non-AT&T SIMs. These are the requirements.

The case is I had an account with att now it is cancelled but I have the phone locked. It is paid off and it has all the requirements to unlock but I cant do it online. I cant speak to a representative because the account is closed and the auto phone system continue asking the account number and everything it doesnt work. How can I talk to a representative to resolve this ussue?

AT&T phone representatives will direct you to the online portal. That's where you do it. WHY "cant you don it online?" If the phone isn't active on your account right now, be sure to follow the non-customer path (so that you don't enter a phone number and get prompted for the phone's IMEI instead).

How long ago was the account canceled? If too long ago the IMEI may have been purged from the system. If so you would need to call AT&T to see if they can research it. However, are you the original purchaser of the phone from AT&T or did you get it from someone else? If the latter then the original owner must settle their debt before anything can be done.
Also, NEVER post your IMEI in a public forum.
