I just received an unused and expired giftcard that looks like it was lost in the mail. It expired 02/24. Is there anyway to get this reward card reissued?

No once the date printed on the front of the card has passed the card has no value. No replacement or reissue is possible. There is no way for the Reward Center to trace where it has been since it was mailed.
Sorry but you should have contacted the Reward Center when you did not receive the Visa card in the mail in a timely matter. It could have been replaced at that time.
