Severe Packet Loss to VPS

I am experiencing 5-10% packet loss to a VPS I am trying to connect to.

With VPN (on site) I have no issues and on a different ISP (off site) I don't have issues.

I already had a technician come out to the property and he was not able to solve it.

Connect Tech told me to email the Network Engineers but the email address they provided bounced back.
