AT&T Refusing to install fiber in our warehouse because of cost even if we split the cost

So.  Our Company it's been looking for a while to get AT&T Fiber, and when they sent us an email that Fiber was available, we immediately ordered it.  Currently our infrastructure allows up to 1gig internally but eventually will upgrade to the 5gig.  Well, dealing with AT&T has been (Edited per community guidelines) from the beginning.  It's been over 2months going into 3 and they refuse to install it.  You see, the suite/warehouse next to us has AT&T fiber inside, but the problem is that for us to get fiber, AT&T will have to run inside fiber cable from our MDF to that suite/warehouse, which is less than 250feet but will require a lift and conduit because our ceilings are 34fee tall.  They've had 2 contractors come in and do quotes but AT&T keeps saying that it's too expensive and they refuse to pay.  Today, after asking to get a manager or correct department to talk to, I was giving the Fiber ordering contact information and the rep I talked to told me that AT&T would not be paying for the installation, that we have to get our own contactors and do it ourselves.  I asked how much the quotes was for and they said to run fiber to our suite it was going to cost them around $3400, and that AT&T would only pay $2000 max.  I told them that we were willing to cover the rest, it's only $1400 but this way we can all win, AT&T will have a new customer who's in the future pay more in upgrades and we can have fiber internet.  I was surprised when they said NOO can do, they don't do that with contractors, that WE have to pay all of it.  No matter what solutions I gave them, they are just not willing to split the cost and much rather lose a potential customer.  You see, we can go and get a contractor and pay for the installation, the problem is that if there's any issues in the future with the internet, they (AT&T) will blame it on the installation.  It's very unfortunate that they are willing to lose more than just pay for some of it.  You see, now days companies don't realize that social media has power, especially when the owner of the company has friends in high places, let's just say he's been invited to meet congressman, have meet with our governor and is very close friend with our city mayor, not to mentioned that at one point was one of few people invited to meet the last vice-president in Miami for a conference.  It's not that I'm boasting or a threat, I'm just stating the facts of how important companies are willing to lose more than what they can gain.

@Macrob  Threatening here, even implied threats, will do absolutely nothing because this is a public, customer to customer forum only. It is not AT&T Support and Management does not read the public forums. You may get a response from ATTHelp but they are powerless to adequately address an issue like this.

You can try to file an online complaint with the BBB. That will get directed to AT&T Upper Management and someone from the Office of the President will contact you. That way you can discuss the issue directly with AT&T. They may be able to shed some light on your issue. That's as high up in AT&T that a customer, or potential customer can go.
