cable cross my driveway/property is hazardous
My neighbor has ATT fiber. The line has to cross my property to connect to his house, which is no issue except the line is not safely secured in the ground and laying on top of my driveway. It is a major hazard for my small kids playing or anyone walking on my driveway. I am not a customer and have no way to contact anyone. Please help.

The line is a temporary line placed to provide service.
A burial crew will be out at a future date to bore under your driveway and bury a new line. Ideally the tech should have taped the fiber line to your driveway and placed small sections of caution tape every 10 to 20 ft on exposed wiring.
The custome will receive a notice concerning the day the wire is to be buried which is often 2 to 4 weeks after request has been placed. May want to speak with the neighbor concerning a notified date.

Some utility companies mark or paint their lines. If you see a marked line with an exposed cable or wire, and it doesn’t say AT&T, be sure to report it directly to that company

AT&T left my fiberoptic upgrade cable out in the open along my concrete driveway.
A few days later while I was out someone marked about 9 feet across my driveway with white spray paint. It is not marked as done by AT&T.
I don't want someone taking a jackhammer to my driveway.
What should I do?

It would not be jackhammer but a bore under the driveway… the white paint is the proposed route.
Different contractors may use a variety of equipment to dig a hole under sideway, alley, driveway, patio to get the wiring from one point to another.
