If this is concerning a commercial building and a business account you should ask in the https://bizcommunity.att.com/.
This forum is for residential service (hence the confusion).

Certificate of Insurance that names the Landlord as an additional insured, so that the Technician can install our internet fiber.

You would need to get a copy of the insurance policy from the landlord.

They require ATT's certificate of Insurance in order to allow the technician access to necessary rooms and to do any work in our building suite. The landlord/property must review and approve the Certificate of Insurance prior to installation. All 3 reps I spoke to on the phone were unable to help so I came here looking for more help.

These are common in commercial buildings and multi-family housing. Good description available here: https://www.investopedia.com/terms/c/certificate_of_insurance.asp

Yes, I understand the COI. I need to find a way to obtain it. Phone reps have no clue. Installation cannot happen without this approval ahead of time.
