Connect to existing fiber line in rural area

Several years ago a fiber optic line was run across the back of a family property near Austin, TX.  An engineer present during the install said they didn't have enough power to light it at the time.   Who can I contact to see if it is now feasible to light that line and provide internet service to myself and a couple of other residences along the path?
