Fiber Optic Upgrades Creating Explosion Hazards in Houston

ATT fiber optic update crews are in the local neighborhood (77062) and the activity has created 3 large scale gas leaks that required multiple emergency responses.  At what point does ATT step in and stop the activity to find out the root cause?  Will it take an actual explosion before the work gets stopped and studied?

I would imagine, given the scenario that you're painting, that the government entity responsible for granting permits to the contractor responsible for laying the fiber conduit would be asking them what the heck they're doing.  In fact, if it's a concern to you, I'd be asking that government agency about it.  Should you not like their answer, I'd ask the local media... they tend to like covering things like explostions.
