There are a few things that can effect speeds. The # of devices connected, if you are using a wireless or wired connection, environment of the modem, and hardware. We recommend resetting the modem to be safe, this may be a quick solution.

I am doing all of these test with one device connected (win10 laptop with gigabit ethernet and cat5e cable) directly to the modem. 

I recently got an NVG599 hoping that it would fix the issue, however, Download speeds still hover around 800mbps. Shouldn't I be getting 900mbps +

I mean, I know this is kind of a hassle, but, I feel like I should get what I pay for. Is that 100mbps going to matter in real world scenarios, probably not. But, do I want to find out why it's shorting me on the download end, YES. 

Any help anyone can provide is wanted.

The speeds are you testing at are within range for the plan. One thing to try would be disabling IPv6 in the modem. Also, choose once device and use google DNS. These two options may get your closer to the speeds.

interesting... I've always heard that having ipv6 enabled can increase the speeds, never heard that disabling it will help... Any sources on this?

sounds fine to me. Because lot of speed test servers can't max out a gigabit connection. Only verizon speedtest for me gives me 930 consistently. All the otherones are around 850-865mpbs. LOL no one is shorting you, trust me alot of speedtests are going to be different. Alot of people doing these speedtests and most won't max out a gigabit connection. Try speakeasy.net or speedtest.verizon.net

take this real world scenario. Only thing you can control is upload from your end that is what matters the most because if you have a server at home and people are streaming from it you want the best you can get. There is not going to be many download sites that will let you download at 1gig. I have downloaded games on steam and they cap it at 300mbps, because my peak rate is round 30MB/sec on steam and never goes above it. Heck that is the fastest real world I have seen. I want my upload to stay consistent because I have a Plex server at home that family streams from.  I have a hard time finding a download site that is yet to beat 30MB/sec.
