petition for fiber optic lines to be ran through most of my county
Hello I'm wanting to find out information of trying to start a petition to get fiber lines ran not just for my neighborhood but for most of my county we are a growing community that are only limited to two internet services and as our towns continue to grow the demand for better services is going to become very high and is currently high already and I'd like to make a change for my entire county not just a neighborhood we are gaining several new homes residents and businesses in our areas and I want to expand our horizons starting with internet can someone provide me with some information on a way to petition for new fiber lines to be put in through out our growing county

Another lame response from Att help
Your local government needs to be pushing/encouraging fiber deployment. Even if successful, it will take months to even plan for it. Does Att even provide services in your state?

Not knowing where your located, I would not expect the entire county to be upgraded as zip codes are not 100% but a percentage within a zip code.
I will use my county as an example, Waukesha is one of the top 100 counties out of 3144 counties in the US for median household income by 2020 Census. (Considered Wealthy) Waukesha county has a total poplulation of 412,000 and 31 zip codes. But in the 1990s many then rural areas were sold off by Ameritech with CenturyLink being the purchaser, thus about 25% of the county is not within ATT footprint and would not be considered for ATT fiber.
Milwaukee county has a population around 1 million with all zip their codes having higher percentage of fiber than Waukesha primarily due to denser population and more infrastructure being on poles instead of buried. A recent study found aerial fiber to average $6.50 per foot for deployment while buried is more than 2.5 times that at $16.25 per foot. Therefore with limited annual spending ($2 billion per month in 2022 / 2023 or $24 billion each year and $20 billion in 2024) and desire to add 3 million new fiber locations each year the cost effective with higher ROI is bigger cities with large MDU (apartment / condo) complexes and smaller lots for single family where could have 10 to 14 addresses on a city block (330*660 feet) compared to mini farm sites.
The ATT announced 10 year fiber to reach 30+ million or 50% of hardwired addresses build out started in 2016 is coming to and end in 2025. With over 24 million completed end of 2023 the company has 2 years to add 6 million addresses within 21 states, total addresses 60+ minus completed leaves 36 million addresses left with only 6 million addresses or less than 17% to receive ATT fiber.
Therefore need to consider joint ventures such as occurred in Indiana where local government paid $1 million and ATT $3.4 million for total $4.4 million to provide fiber to 4000 addresses which at average 2.5 people per address is 10,000 individuals have ATT fiber that likely would not have without local assistance.

In Lawrence County, AT&T* has been selected to build AT&T Fiber to more than 1,200 customer locations in a project valued at more than $4.3 million.
Lawrence County will invest more than $2.3 million and AT&T will invest $2 million in the project that will provide fiber to unincorporated portions of the county between Bedford and Mitchell. The network is expected to be complete in 2 years, after the final agreement between the county commissioners and AT&T was executed yesterday
