Remove abandoned CEV

Hello, my property came with an easement for a controlled environment vault.  It is no longer in use.  Who can I speak with about it's removal?

Environmental Agency: If hazardous materials were involved.
Data Privacy Authority: If sensitive data was stored.
Original Grantor: The entity that obtained the easement from your property owner.
Current Utility Company (if connected): If the vault connected to utilities you pay for.
Lawyer: For legal guidance and navigating complex situations.

How do you know the CEV is abandoned?

There may be copper and/or fiber lines going through the CEV heading to other destinations such as businesses, subdivisions, cell tower, government offices. If this is the case, even if remove the CEV means another above ground box would be placed to keep the connections going.

Zip code? ATT has facilities in many different locations but some areas may have been sold off to a different telco such as CenturyLink (Lumen), Fairpoint, Frontier, TDS, Verizon, Windstream.

It has had some flooding issues in the past 3 years.  There's currently about 4 feet of water in it, and I've been told by the local crew that they've given up on it.  Not feeling great about standing water with gear and racks etc... I've been a good host, and its not been mutual.  The crews are nice, but I have had paint markings on my blacktop driveway and poorly fixed wooden fence around it for the past 2 years.   Hoping to get a call from someone with decision making capabilities and its definitely AT&T.  I have bus cards of long time employees whove supported this CEV.  Oakland CA is location.  I do appreciate all the input.  Thx all.

I have what appears to be an old T1 repeater in a pressurized canister in my front yard. I was unable to get any assistance from ATT number to report damaged equipment. The unit is mounted on a small pole and has fallen over. I am concerned that there may be electrical lines involved and it could be a safety concern. How can I get ATT to investigate.  The unit might be abandoned since it has never been serviced in the last 10 years.
