How do I get a new street marked green?

New House, New street ran into a problem even though, all around this new street Uverse is setup, available and even AT&T Technicians say we have 2 lines dedicated for our lot.  We have 42 hours on customer service calls with AT&T; we have been told by two technicians that the service is available (uverse, and would give us speeds @ 50Mbps); but, the address needs to be entered into the system and marked green.  Engineering notes have been added and a technician only need have a manager approve the green service area in order to validate the address.

4 Months ago we asked for an address validation (they said we were 2ft too far, even though line of site for the furthest of homes is on Uverse an additional 350ft from our home @ a corner lot).

3 Months ago, the another technician said the signal strength was great and we were in great shape for service.   Turns out the fire marshall renamed the street and numbers, AT&T removed the original street name and never added the new street name or numbers into the system.  

2 Months ago, believing AT&T when they (customer service) said that everythign would be fine we moved in.  We are not fine, and have been waiting for service for the entire duration.

How do I get them to actually add and new address, mark it green and setup service.  

Do I just call my Commissionar, FCC, and BBB?  (Since this is a COOP Agreement location I have no choice but, to use AT&T For internet service).
