How to file a complaint on ATT internet tech?

I am disgusted with the tech from customer service that I just spoke with. I asked SIX TIMES (maybe more) to speak to a manager and NEVER got a manager! How do I file a complaint?!?

A.  It's not a "tech".  Tech denotes someone who knows something technical and they don't.  They are Customer Service Agents...as in they are an "agent" for the company.
