Easement Release on property in Houston, Texas

I would like an engineering/construction contact to process an "Application for Easement Release" with AT&T on an easement that has been confirmed to be clear. The property is located in the Houston, TX.

Who can I can a speak with to determine the location of a blanket easement that is covering property we are purchasing in Houston, Texas. I would like to get the easement further defined to determine if it even affects our property. If easement not located on property, what is the process to have it released from the property.

edit… in my area of Wisconsin easements are minimum 15 feet from roadway / alley and 8 feet on each side of adjoining property lines.

I have the easement document so county clerk can't help me here. I need to know who within AT&T do I need to get in touch with and their contact information. Is there a property rights division I can call or easement division? I tried calling customer support and they could not help.
