What do the numbers you can't call have in common?
What happens when you call them?
Are they all AT&T customers?
What does Ooma say about this problem?
I use Ooma and I have once had an issue where I could not complete a call to a particular number, and the issue was shared by my office VOIP provider (who is completely different), but not my cell phone. But normally, my calls complete just like they did on my POTS line.

If just certain area codes and exchanges can't be called and other can it's going to be a routing issue.
