Unable to access configuration page on residential gateway

I was having issues with my old 3800HGV gateway and contacted support.  They sent me out a 3801HGV.  I got it all wired up and connected, however I have run into one difficult and strange issue.

From my wired connected desktop which is running Windows 10, I am unable to bring up the RG's configuration page by going to 192.168.1.254.  I get the error of "This site can't be reached" with an error ERR_CONNECTION_RESET.  But I am able to access the internet.

 

I have done the following in an attempt to resolve:

Tried different browsers (IE 11 and Chrome)

Cleared cache, browsing history, and cookies for IE 11

I verified that the RG's IP via IPCONFIG.

Unplug all the cables and plugged them back in

Rebooted RG and desktop multiple times

Factory reset

Ran DISM.exe /Online /Cleanup-image /Restorehealth and sfc /scannow and neither returned any errors.

I am able to access the configuration page by any of my wireless devices

 

Any ideas?

If you're an Internet Service Technician, then you should be ok.  Otherwise, its looking like self-service around here.  I guess pretty soon, they'll have us (customers) up in bucket trucks.
