Very slow upload speed

I have a Motorola NVG510 with Internet 12 plan.

Download speed is fine, but upload speed is very slow.

One example is video confrencing. It sometimes doesnt work, or it's extremely low quality when sending video.

I restarted my modem, reconnected wires to make sure connection is good to the wall. Turned off WIFI, and directly connected to the modem. (Usually it's slower upload than 0.81 Mbps.)
