Latency/6rd Continuity Failures, Issues with DNS Servers

I'm having packet loss failures for the past month when my devices pinging the ATT DNS servers (68.94.156.9 and 68.94.157.9). NVG589 Max Plus 18Mb internet connection. This is causing major intermittent latency issues on all of my devices. My normal 15-30ms ping is spiking to 700-1000ms periodically when gaming on my desktop and PS4 (both hardwired). When noticing these spikes, I will always see the 6rd Continuity diagnostic failure from the gateway as well.
