Router is saying that the port is open for my minecraft server but in practice it is not.

1) Provide a screenshot of the port forwarding configuration in your 5268AC Gateway.  (a) the service definition, and (b) when you assigned the service to your PC.

2) Check to be sure that your PC doesn't have a firewall blocking the port (e.g. Windows Firewall).  Check and make sure you can join from another computer in your home if at all possible to ensure that your PC is set up properly.

Here is a screen cap of the definition. I am not sure what you mean by (b). How would I go about disabling the firewall or allowing java/minecraft to pass though? I have also made sure that other PCs can join when they are connected over the network. My problem is any device outside my home's network.

Is this what you needed for (b)?

Your Port Forwarding looks correct (assuming that DESKTOP-55CJQ3B is the machine you have the Minecraft Java Edition server on.

There are a lot of methods for how a stranger can enter your world. The first method is when you make the IP of the server public. For example, a person uses https://ggservers.com to host a server a post it on a site with Minecraft servers. If a person finds the server interesting, he can enter it. There are also servers created with Hamachi, and it is harder for a stranger to enter such a server. Maybe one of the friends gave the IP to one of his friends and your daughter doesn't know. This is why every time I create a Minecraft server I use a password.

Um, no, it was his Anti-Virus/Security software.  Although what didn't come up is that he could have had Fixed Wireless with a 5268, and that wouldn't have ever worked.
