Your cell phone and computer has to have the capability to connect to the equipment to begin with. If you can do that then the answer is yes. My question to you is 'why would you want to do that?' There may be an alternative method if we knew the reason.

Say my kid decides to "accidentally" miss the bus bc he'd rather play Xbox all day. How can I turn off the wifi from work? Assume Xbox parental controls aren't an option bc I want the roku, etc to not work either.

Smart Home Manager (https://myhomenetwork.att.com ) would allow you to change the Wi-FI Access Code, essentially disabling Wi-Fi Access. It might even let you just turn it off.
