Suspension for non payment, violation or vacation?
Need to call to determine the why if do not know and ask how to proceed such as payment required, a course to complete for copyright violation, etc.

Voluntary suspension? If you didn't do this as owner of the internet service, then suspension usually means missed payments.

How do you know it was a "voluntary" suspension? That would suggest you spoke to AT&T. If so why didn't you restore it?
Now if it was involuntary, that normally only happens if you aren't paying your bill in full on time.
