can't add email account to Mail in MacBook

One of my email sub accounts that has worked for years stopped receiving mail. (lighting bolt icon) I could not get it to activate. The sub account would send mail but not receive it. I re-set the password, cleared my browsers cache and cookies, tried over and over again to activate it. Searched many places for answers. Got notice of too many log in attempts. Waited 24 hours to try again. No success. Finally deleted the email sub account. Now I cannot add it back. What am I missing?

I deleted the account from Apple Mail. I did not delete the account from ATT. When I look at my ATT email sub accounts on my ATT profile the account [email scrubbed]  still shows as an active sub account.
