Marking emails from certain sender as "Not Spam" has absolutely no effect

I have an AT&T Yahoo email account (for an old pacbell.net email address), and I have at least one sender whose emails are constantly routed to my spam folder despite the fact that I have made a conscious effort to mark their messages as NOT SPAM. Isn't that supposed to cause future messages to be correctly routed to my inbox? News flash: it doesn't!

I don't know what else to do to make sure I receive these emails. I tried setting up a filter to route messages from this sender to my Inbox but that is not an option. It can only be set to send them to Archives, Trash, Drafts, or Templates (or to a folder of my creation, but I do not want to be forced to check a special folder for emails that should be routed to my inbox).
