Unblocking a Server Address

I have a user on a server that is unable to email anyone on an AT&T address, as they keep receiving the following:

553 5.3.0 alph764 DNSBL:RBL 521< 69.167.165.203 >_is_blocked.For assistance forward this error to abuse_rbl@abuse-att.net

This has happened before and we circumvented it by transferring the user to another IP, but I'm unable to do this again and any attempt at emailing the supplied at&t address in the past has resulted in silence.

Anyone know of the best way to resolve this?
