We do need a little more information on if this is happening when you attempt to leave a voicemail for contacts with an ATT phone or when someone is leaving you a voicemail?
If this issue is occurring when someone is trying to leave you a voicemail, please make sure that your do not disturb, airplane mode and call forwarding is turned offas they may interfere with your voicemail service. Also, confirm your wireless coverage in your area as you need a wireless connection to receive voicemails.
