Blocking a telephone easement with a fence

I have a Pacific Telephone easement and a telephone pole in the right rear corner of my lot in Los Angeles, California.  There is a garage built before the easement on the property line.  As a result, the fence between my neighbor and my yard is about one or two feet into their property.  About three or four years ago, the neighbor took down the existing fence and built a new fence on the property line, which narrowed access to the pole.  AT&T installer came three years ago and asked them to move the fence back, but the owner refused.  Now, the Department of Water and Power cannot access the pole.  How can this be resolved?

Your local municipality has jurisdiction over UTILITY EASEMENTS.  Contact them.

I contacted the Los Angeles Building and Safety but they said the Los Angeles Department of Water and Power has to report this to them in order to issue a citation or an order but when I contacted Los Angeles Department of Water and Power, they said they will not come out unless I file for an encroachment application with plans.  This does not make sense to me, as  I thought that the neighbor would have to file for an encroachment application for their fence and not me.  Also, the fence is already built without an encroachment fence in violation.
