Flags and Markings in my yard
AT&T has placed flags and markings in my yard. Charter has recently dug and buried their cable in my yard. I’m not sure if AT&T is going to redig up the yard. I need a contact number or email so I can discuss with AT&T.

They mark where existing services are when others and in your case probably Charter request a locate so they know where things are when they dig. So if Charters done the markers are no longer needed. The paint will wear off, the flags can be pulled if there's no more digging going on.

AT & T has marked all over our yard - and the markings go UNDER our yard barn. Will our yard be dug up under the yard barn, or will it have to be moved - and who pays for it? We are not at&T customers.

Is the yard barn in the easement?
If yes, should not build or place anything not willing to have moved or destroyed at your expense. For most this is often fencing or landscaping.
