How can I order a POTS line in Atlanta?

I was told POTS lines are no longer available. My 90-year-old mom has a fiber U-verse connection, but they missed a jumper on a pole two blocks away and Mom was without service for three days. The tech who fixed it said that she should really have a POTS line in case the power goes out. (She has a mobile phone, but hasn't used it in two years.) How can I get ATT to turn on her old POTS line?
