Move services to new Utility Pole

I recently finished new construction and the local power utility has established new power poles for the immediate neighborhood.  I need AT&T to migrate their older services to these new poles so the old one can be removed (by power util).  No amount of calls or visits to local shops seems to be able to resolve this issue.  How can I get this completed so these old pole can get removed?
