Remove disconnected landline from underground conduit from pole to the house

Who do I contact re: removing disconnected landline from the underground conduit that goes from pole to the house? I had a DSL line for many years & it's too slow for my current needs. ATT does not serve my address so I can't use them. I want to have the ATT landline removed so that I can utilize the underground conduit for new Spectrum cable to be run. Who would I contact & has any had any experience with this?

If ATT offers no hardwired internet service at your address, who does that you have been using that is too slow?

Zip code?

ATT is in selected areas of 21 states, other companies may control a portion… example my zip code 53188 is 90% ATT coverage and 10% Century Link which was purchased from Ameritech in the 1990s while still rural to semi rural.

Depending on which address (about 15,000) in the zip code determines which provider is an option.

Underground conduit is generally sections of California, in which case you own the conduit and pull out wiring or have the local cable company remove it when they install coax.

In most areas cabling from providers is buried underground, not in a conduit.

ATT only offers a slow DSL line. Their fiber service ends a few blocks from me. My house is served by Spectrum
