Service for new construction single family home

We are building a new single family custom home in Chatsworth CA. I'm looking for information on pole location, conduit size, distance between pull boxes and number of conduits required. Who can I contact for this information?

Can any of the immediate housing receive ATT hardwired services?

https://www.att.com/internet/availability/

ATT only provides hardwired solution to about 68% of zip code with either copper or fiber dependent on location while the local cable company supports 82% of that zip code.

Otherwise may be looking at cellular internet as Fixed Wireless from Always On or FWA from T-Mobile or Verizon if ATT AIR is not available. And of course have the three satellite internet providers of HughsNet, ViaSat or StarLink.
