Transferring Data !!! Help

I recently broke my phone screen and am unable to view any phone activity.

I filed a claim, and my new phone came in the mail. When I took it to AT&T to get my phone set up and information transferred over, AT&T stated there was nothing they could do because I didn't have a physical Driver's License with me to scan. I offered my temporary license, my SS number, and my birth certificate, my account password and my apple password and they told me there was nothing they could do about it, and I will have to be without my phone for 3 weeks while waiting for my DL to come in the mail. 

I offered to pay my phone off completely so I could get signed up with a different service and they told me they couldn't even do that without my ID. I am unable to log into my account or my cloud because I can't see my screen to confirm the authentication code.  And AT&T is unable to set my phone up for me and transfer data.

What is my best option? Does AT&T offer any other identification verification? I don't understand why the TC store won't accept any other governmental documentation along with my account pin.
