Why won't ATT set up my new home line service request without a dozen calls?

Why won't ATT set up my new home line service request without a dozen calls? They did this to me a couple of years ago and now again. I call and speak to three or four people and one goes through the (alleged) process of setting up my account and then tells me that someone else will call me to finish the process after a credit check (I have excellent credit) but nobody ever calls me to finish establishing my account. I guess ATT doesn't want landline customers. Well, I don't want ATT but they have a monopoly where I am and there is no other service. No cell service, no broadband, nothing. I guess I will have to make an official complaint (AGAIN) to the state agency which regulates these pirates but (Edited per community guidelines)!

AT&T is phasing out POTS lines.  If they are the only service provider in your area I'd say file an FCC complaint if they aren't holding up their end of the ordering process.

What does directing someone to a link to activate their SIM card have to do with a POTS line?
