AT&T Prepaid doesn't work in India even after activating International add on? Why?

AT&T is such a big provider of telecom services. It seems silly that they cannot have their plans work outside US while roaming. At least they should have plans to purchase add ons to make it available. I was outside US for a month and I could not login into any of my bank accounts, brokerage accounts, retirement accounts etc... just because AT&T does not allow my phone to get any messages at all. All the OTP codes sent never came to me and I was stuck. I cannot even change the phone number because I cannot even login without OTP number. AT&T please fix this and provide your customers an option.

If you had looked at the coverage for the prepaid plan, there is no international coverage in India.

Yes, I came to know about it recently after my trip. But I am wondering why AT&T has not been able to provide coverage via 3rd party providers. There are lot of partner providers across the globe these days. Even if the add-on is priced higher customers will at least have an option to get coverage. I was totally disconnected, no calls and not even text messages.

The only way to provide third party coverage in a foreign country is to get the carrier in that country to agree to a discounted rate. Not all of them will.   And because prepaid does not extend credit, there is no way to allow pay per use 

India (and several other countries) won't even allow Wi-Fi calling which means if you don't have a roaming plan you have no service at all

I do see India been listed as of today, does that mean its been added recently and can be used while roaming in India ? Please confirm.

Yes you are reading correctly. AT&T is gradually adding new countries that are covered by the prepaid roaming plan.

You should add the $35 plan when you arrive in India. You should be able to log into your account to add the plan.  

⚠️ I should also warn you that in the past when at&t added new countries to their list, people often found that newly added countries didn't really work. I don't know how recently India was added and whether you will have issues. I would recommend having some sort of fall back, like an unlocked phone compatible with service in India so that you can possibly purchase a local SIM

   ⚠️ Cheap android phones sold for AT&T prepaid *Do not* have LTE and 5G bands for Europe and Asia. In general they will work in North and South America only.
