Cannot text to non-iPhone users on phone, iPad or Mac computer w/ AT&T plan and wifi

I can send messages to anyone who has an iPhone from any of my devices. My settings on my iPhone show "Send as SMS" and I have tried turning this setting on and off to make sure that's not the issue. I cannot send texts to my sister who uses a Samsung phone, not from any of my devices: computer, iPad, or iPhone. The AT&T carrier is the issue. How do I resolve this?

Yes, you can send/receive text messages from other phones that are not IPhones.  I send/receive text messages from people who do not have iPhones all of the time.  Try disabling the iMessage and WiFi calling features, then see if able to send/receive.  I hope this helps.

I need the WiFi calling feature. I should not have to disable that. I live in the mountains and could not make calls or receive them if I disabled that. So not going to do that. Also, I use iMessage as my text app. So, really?

That’s the problem....iMessage does not send to non iPhone....it’s not an AT&T issue, it’s an Apple issue.  I understand living in the mountains and the necessity of WiFi calling and such, but there are limitations of certain features that are iPhone only.  There are other WiFi abled message apps that you can use, such as Facebook Messenger.  Just like you can’t use FaceTime with non iPhones, but you can Skype or Duo.  I hope this helps.

Wrong, iMessage does send to non Apple devices. I have 2 iPad 11 Pros. One with AT&T and one with Verizon. Guess what? The Verizon one works with Android devices and the AT&T one does not. iMessage works fine with Android devices using an iPhone. The AT&T iPad does not. The configurations are exactly the same. It IS an AT&T issue.
