Is AT&T Premium Unlimited limited to 25mb/s for game streaming?

I'm trying to stream games from my PC (fiber optic from AT&T, elite gaming PC) to my Samsung S24 Ultra, but on Steam Link the network test cuts out at 30 mb/s even though it looks like it could be higher. When I had TMobile (when the connection actually worked) it could go up to over 80 mb/s, albeit each time I tried it'd give a different number. I have AT&T's premium unlimited plan. Is the speed capped or something? Every time I get 25 mb/s on the network test. I'm in a large city that says has full 5G plus coverage.
