SMS Not Receiving/Sending While Roaming Internationally (Android)

Hello - I have a S23+. I am currently in Anguilla. My phone can send/receive calls, and access Data (internet) with no issues here, but cannot send or receive SMS messages. I have data roaming, etc turned on. I have also used the same phone and same plan in many other countries with no issues. Any ideas? I tried to "select mobile network", but there is only one network here. What would cause SMS not to work but Data/Phone to work? I have also tried to text adding a +1 before the cell phone #. I have the international day pass added. I reset my mobile network settings. ATT had to create a case on it.

To answer your question, depends on your plan, on your options for receiving text messages while international roaming. Also, the phone has to be physically able to receive them from the towers where you're at.
