In the post directly below yours was this link provided by @JefferMC. In reading it, it sounds like you either need broadband service or cell service with it. To be sure you'll need to contact customer service to see what's required. We're customers like you and don't have access to that information.

ATT Phone (residential) is the renamed Uverse VoIP (December 2016) and is sold as an additional service for those who have Uverse internet aka ATT Internet or Uverse GigaPower aka ATT Fiber.

In essence must have hardwired ATT internet $60+ per month depending on speed tier to have ATT Phone.

Pricing before discounts such as bundle, autopay / paperless billing. 

ATT Phone Advance is for business, a VOIP solution that requires an Internet connection from some ISP (ATT or other) and offers wireless backup for limited hours if internet is down…. Requires a wireless plan.

In reading the link provided by @JefferMC Where it states not to use your homes jacks, I'd say there's both a residential and commercial version.  There's both a AT&T Phone-Advanced and an AT&T Phone for Business-Advanced. I could be wrong, but that's the way I'm reading it.

I want to update this topic as we had another topic on this service and in doing some research for this topic I have a better understanding of this service.

Basically AT&T Phone Advanced for residential customers is a wireless home phone with the option for a broadband backup if wireless service is lost.

AT&T Phone Business Advanced is a broadband based phone service (VoIP) with an optional back-up of cellular service if the broadband service is lost.

That's pretty much it in a nutshell, there are video's you can watch for both services.  Neither require you use AT&T as your broadband provider.
