Can I get a quote for landline service that includes Taxes and Fees?

I called and was told that Land Line service was availabe in the Assisted Living Facility that my mother is in.

I was interested in the local plan (local calls).

I was told a rate, but it did not included taxes and fees (I provided the address of the service: street, town, state, Zip code).

I would like to compare plans from various companies.

I tried to explain to the phone rep: This is crazy.  If I walked into a car dealership they wouldn't say "you'll find out the walk-out-the-dorr price once you purchase the car."  I gave the phyone rep the exact address, I want an exact price.  Why is this hard?

Is this a traditional POTS line or VoIP line requiring ATT Internet?

Either way I would expect a monthly fee around $100 +- 10%.

If you know someone in the assisted living facility with ATT phone service, could ask them what they pay.

Sales tax is sales tax applied consisting of state/county/city taxes where applicable. 
Fees can vary and all ATT online promotions are for the cost of the service with taxes/fees not included in the offer.
