Customer service issues

I called 3 times to order long distance to an existing phone line for my mother, who is an 87 years old handicapped woman, she needs the service for emergency situations.
09/29/2023 The first time I got the order with confirmation numbers and a promised that service will be available within 24 hours, 2 days later I couldn’t use the service.
10/09/2023 I called again, she said the order didn’t go through, get a new order with confirmation number and promised the service will be available within 24 hours. 2 days later the service still not available.
10/13/2023 I called, again the order did not come through, she makes new order with new plan:
 instead of the plan that I selected on previous orders of 
$7.99/month + $0.07/minute
She said the only offer now is:
$45.84/month + $7.50 installation
She couldn’t answer why there’s no other offers(like the previous plan I selected)
A 87 years old handicapped women can’t afford the cost increased like that, we need to know why ? Can you explain ?

AT&T is doing away with POTS (Analog landline) and offering VOIP (Internet based) phone service.

It would appear that POTS is no longer available and only VOIP is available.  Without specific details this is all speculation.
