ATT gave incorrect unlock code for Cingular Flip IV

I have UK mobile phone that is supposed to work in the US but for some reason it does not.  My UK provider says that they do not see any attempt to access their network from the US.  They suggested that I try putting my UK SIM card into a different phone.

A buddy lent me 2 ATT Cingular Flip 4 phones, one of which he used to use and the other that he bought as a backup.  On each of these phones, inserting my UK SIM and powering up brings up a request to enter the NCK code.

I have submitted requests to ATT to unlock the phones via the IMEI numbers.  In both cases it took a long time but ATT send me unlock codes.  In both cases the unlock code was incorrect.

Is there a difference between the ATT-supplied unlock code and an NCK code? What am I doing wrong?

NCK stands for the Network control key.  
2 phones, 2 codes, are you sure you put the right code into the right phone?  

Next stop is back to AT&T

Thank you for responding. That was a reasonable question.  Yes, I am sure.  Then I considered that since my buddy bought both phones at the same time it was possible that AT&T had the codes reversed.  I tried putting in one of the codes to the "wrong" phone and that still failed.

You suggested "back to AT&T".  How should I do that?  I had gone through the online request using IMEI number.  There doesn't seem to be any mechanism for "that didn't work, what next?"

The codes are provided by computer based on the IMEI provided to the computer. So it's not possible for AT&T to get them wrong, Unless the code was provided wrong to them in the first place by the manufacturer.

If the manufacturer provided wrong codes to two phones that would not only be highly unusual, but it would also mean that AT&T has to contact the manufacturer on your behalf in order to get the corrected codes.

You can start by calling AT&T and asking for advanced tech support and explain the problem. They may give you the usual runaround which means you will have to file a routine FCC complaint online. The routine complaint is a simple form it's forwarded back to AT&T and someone will research the problem and get in touch with you

Thank you for the responses.  Today I finally had a big enough block of time to try to engage with AT&T on this matter.  After a long wait for a live chat assistant, I explained the situation to her and she said that she was unable to help.

I think that it is time to give up.
