AT&T Locked Phone Won't Accept AT&T SIM
I have an old Lumia 830 locked to AT&T. I am trying to cut down on screen time, so I want to use this as my daily phone because the Windows Mobile app store is no longer supported. I have an AT&T SIM card from 2022, and when I put it in the phone, it won't accept it and thinks it's from another carrier. This phone is locked to AT&T, so I don't understand why it isn't accepting an AT&T SIM card. How can I fix this? I've tried unlocking it, but AT&T sends an e-mail saying the unlock failed.

The Lumia 830 is being excluded from the network because it's not an LTE voice capable device
According to AT&T there are only four Microsoft phones which will still work on their network
I think if you read the error message you are getting, it does not say it is locked to another network. It should be indicating it is not capable of working on AT&T. Probably some gibberish about a 5G network, which really has nothing to do with it. That phone is a 3G voice device and there is no longer a 3G network

Yes, I use the SIM daily on my iPhone. Looking to transfer it. I believe it's for 4G LTE

Before you answer back to @formerlyknownas saying "but it's an LTE phone", that doesn't matter.
Many LTE phones from 2014 just aren't compatible with AT&T's implementation of VoLTE. And without that, the thing just won't work.

Thank you for this post. I fortunately also have a Lumia 950, which according to the table you showed is still supported. If I put in my AT&T SIM, will it work on that phone? Meaning texts, calls, cellular data, etc.

If it's the exact same model number. I don't know how Lumia model numbers work, if they have different variants for different parts of the world like most other phones. But if it's the same model number, it should work. At least you have a better chance.
But keep expectations low.

You're correct, It shows up under Nokia.
So it's possible it's not up to date on software and the only way to update it software is to have AT&T service. But it's blocked from AT&T service because it does not have updated software...
