Locked SIM Card
I have been a valued AT&T customers for years. Last year I decided to port my number over to Consumer Cellular to save money. There was no issue with this transfer. Now I have decided to leave Consumer Cellular and am unable to because my SIM card is locked. Each company said the other is responsible for the lock. I contacted Apple and they said the lock was placed by ATT. When I put in a request to unlock on line I am told they can't because it is active on another account which it is still active on the Consumer Cellular account and need to remain so until I port it out to a new service. I have been trying to get this resolved for three days. I am really at my wit's end. Consumer Cellular is asking for a receipt from my purchase of the phone before they unlock. The phone was purchased in 2018. I do not have a receipt.

A SIM card lock isn't what you're talking about here. You're talking about a carrier lock on your phone. So... when, and from whom, did you buy the phone? Was it active on AT&T for at least 60 consecutive days?

@JefferMC it sounds to me like the phone has been purchased from AT&T back in 2018. I don't know how long iPhones can be unlocked (previously there were cases when the phone was deemed too old to be unlocked, but I think it was a non-Apple device). @bahamd can you confirm that you indeed bought this phone from AT&T (or from Apple as an AT&T phone)?
