Since it sounds like your daughter was the original purchaser, she should apply to have the phone unlocked herself. If there are any troubles with getting the phone unlocked only she can resolve those issues by contacting AT&T directly.
She should try the unlock portal herself. If it gets denied for some reason then she should call AT&T and talk to advanced tech support
