Unless something happens, ACP is gone. The funding ran out a couple of months ago and there are no new sign up options.
AT&T does not participate in the free phone option because it does not have any phones that qualify.
AT&T does have phones which are as little as $20 with new service

As @formerlyknownas and @Juniper said, the FCC Affordable Connectivity Plan has ended. However, there are other options available if you are in need in a means of communication. Depending on your state, you may be eligible for the Lifeline Program.
It is worth mentioning the ACP did not directly pay for devices, but rather provided monthly assistance towards your total telecommunications expenses. ($30 per month per household, $75 on qualifying tribal lands, to be used on either your wireless or wireline services)
