Questions about billing cycle vs due date

is the billing period on or after the date listed?

I got a text saying I had used 100% of my data for the billing cycle ending 5/20/2013. Does that mean 12:00 am ON the 20th or AFTER, as in I can use my phone again on the 21st? I'm very confused and I can't afford any overages, does anyone know the answer?

twice bills in 1 month & representive said the 2nd bill gave me credit but this is false statements

My last billing statement has Bill Cycle Date: 07/17/14 - 08/16/14 (this is a real monthly bill). My account has Balance $213.40CR.
