No HD Voice

Why is is that ATT feels they do not have to offer a service if you do not purchase a phone from ATT.  Just spent 45 Minutes dealing with people to get HD voice ( Voice over LTE) enabled on my phone only to be told that since I purchased a phone from samsung and not from them I cannot have HD Voice.
