U-verse Latency Issue

Bottleneck router at 104-58-148-2.lightspeed.moblal.sbcglobal.net...Mobile Alabama area.

Browsing was a bit sluggish so I ran a tracert and discovered a bad router in the chain. The sbcglobal.net at [104.58.148.2] is causing over a 1 second delay.  It is doing it consistently on every IPV4 trace no matter what site I use.  Consequently when browsing it takes over a second for
