Deployment help

My son has an ATT phone and plan and is active duty currently deployed in Europe. He is paying close to $300 a month and is paying for the international plan. I told him I’m sure there is something available for him to get help with. He is having a hard time paying and him and his wife aren’t able to make ends meet. He also has a laptop I purchased for him and I’d like him to have internet on it but he can’t afford it. 

Can someone point me to the correct program/application/phone number so he can stay connected to us all. He is having a hard time being away and if he loses his phone and ability to connect Im concerned for his well-being.

Thank your son for his service.

Certainly your son should be aware of the service person's Relief act which is available to anyone who is deployed overseas on military service?   It's standard and required of carriers.

And I'm a little surprised no one informed him before deployment. 

    Depending on the date of his deployment and when he purchased his phone he may or may not have to pay off his phone. But even if he doesn't pay off his phone and continues with AT&T service, he still has the right to unlock his phone as a military deployed person, even if it's not paid off.     This would allow him to purchase local service
