Yes take your paperwork into a corporate AT&T store and they can do it. The online portal has had some complaints

AT&T provides a 25% discount on all of its unlimited wireless plans for veterans, active duty servicemembers, and military families.
To get your AT&T military discount, active-duty military members can go to this website and sign up with their .mil email address. Veterans can sign up here. Veterans, military families, and active duty servicemembers can also sign up for a discount at an AT&T retail store. In all of these cases, you’ll need to provide some proof of eligibility.
